[phpdes 1.0] need a layout

okay as you may know i was making still making a PHP licensing system and well i need some one to make a layout for it i want it basic. and coded using div's and css. if any one can do that, that would be great.

its getting there. (about 30% - 36% its low as i start over so the code as clean and more easier to work with) there's a lot i want to add.
