V19 Glitch Or On Purpose??

I was about to make a room called flags of the world and then i went on to the catalogue becaus eit gives your a zoomed of the flag but theres only a couple of flags, as shown in the picture, i want to know if this is a glitch or is it on purpose.

I would guess just those were the only ones on sale?

I know they might be the only ones on sale, but why them couple, theres brazil! what has brazil got to do with anything... i can understand Europe ones being on sale but there not all there!
