Yes, otherwise they wouldn't be uploaded to the Habbo server?

They've all been used on the Habbo site or in-game.

On SG they gladly accept images from users and frequently publish them on the site, i suppose it's easy as they have such a small userbase. If UK did the same they'd probably get too much stuff! In Signapore you win 'Habbo of the Month' points for image submission.
