Basically when new Habbo's join, they can request help or friends in the hotel and experienced member's in the 'Welcoming Party' group will get an alert if they're in the hotel to go meet them and help them.

It's a step to far in my opinion but it's an original idea. The group is full of Sulake techies and Habbo Staff at the moment.

Personally I think this makes 'Welcoming Xs' redundant.
