ACOG Help

I was playing Hardcore last night with my M14 and decided it'd probably be more beneficial on some maps for me to use my ACOG scope instead of red dot.

So I set up a new class for it etc and get into game. Now I've never used ACOG scope before, even though I'm on my second prestige and have unlocked it for every weapon for the 1k/500 points.

What am I meant to aim with? It seemed the top of the red part didn't work, aiming inside the angle didn't work, yet just continuously firing did. What am I actually meant to aim with?

Don't use the ACOG anyways really, i feel that it takes too long to come up when i wna shoot etc.
