Glitterkat takes over when the old HM gets sacked or resignes. She is the next person to "The throne" if you would like to say that :p.
But then somebody else comes along, kicks her off takes her nice hat and gown... and says its all hers/His :p
So basically she was just a stand in till the new HM was found
