[NEED SPLASH/LINK PAGE & A LAYOUT]

I need a splash/link page and a layout. Both free preferably however I may pay a bit for a layout (£10 max)

Thought I would give some specifications:

Based on the theme of chips (computer chips and the food)
Make it easy to add links (preferably not images)


It must say 'chippiewill.com' somewhere on the page
