Started Runescape again a few weeks ago and have done 30+ quests since then to gain the cape.

On topic though,

What is the best and quickest way for me to get to 99 attack from 90.

I'm not interested in the Monster Drops, although it would be an advantage. Just need a place i can stay for a while and train attack.

ive heard bandits are good.

also monkey guards are great xp.

From the bandit camp, what would i have to wear for them to attack ME?

Also are the bandits better than the spiders in the stronghold of security.

I think you wear something from the gods (sara/zammy book)

If you can afford it, guthans at bandits with a sara cape. Pest control is also good if you're in a good clan/team. You can also do apes with DH and %10 HP. That's good/fast but annoying and can be slow.
