you're thinking way to deep into it. it just calculates how many children a year are born, then using math finds out about how often that is.

It's based on the amount of people born in a year. It doesn't mean that someone is born every 1.9 seconds, it means that enough people are being born for there to be a birth every 1.9 seconds.
