Seems a bit of a strange reason? Dogs can live in any sort of habitat as long as they're taken for walks, given something to eat and have a good supply of water. Infact, they love new places!

I wouldn't let my mum do that - I'd refuse to move unless the dogs (cats in my case) could come.
