(1) What's your San Andreas version? It needs to be 1.0 to run SA-MP
(2) Do you have SA-MP installed in San Andreas folder?

1) Yeh i used the downgrader that downgrades it from 2 to 1.
2) Yep its in c:/program files/rockstar games/GTA San andreas

It could be your firewall blocking it. Try switching it off and trying again.
