When you like someone 100% you get their ability to help you through the game (e.g romans taxi service) but do i have to keep them at 100% if i want to complete the game 100% or can i just forget about them - if that makes sense..

Not sure, but it's 75% to get their 'ability' things.

Roman - taxi service.
Jacob - buy guns.
Brucie - helicopter to travel.
