Installing stuff in safe mode?

I need to install a program in safe mode. but i keep getting a error saying.
" a admin has disabled this to install. " ive logged into my admin account yet i still get this error. so is it possible to 'force' a install?

Downloaded. but im going to use somthing else now as ubutu has got a tut on how to do it with this other program

It probably isnt able to install in safe mode as safe mode loads only the core, important functions.

If the instructions are to install it in safe mode then I am clueless.
