I want it to be up a bit, so i don't want that blue bold line underneath my programs and be in the 'default' position but how?

Its not a big blue line. You just made your taskbar bigger. Right click on it and uncheck lock the taskbar and drag the thick blue line that appears above it down to make it smaller, then recheck lock the taskbar.
