These features are still in development from what I have been told, and are not exactly 'stable' at the moment for Habbox to just go ahead and deploy them.
I have already asked this, and Nick said that this was in the pipeline, there was already a thread created on it![]()
As previously said, we're currently looking into adding these, there's just a fair bit that needs sorting. (A prime example is by default, all usergroups are moderators of all groups, which was noticed when we were installed 3.7, which is one of the reasons downtime was extended)

Owners and owner-set moderators should be the moderators, as well as board mods.
