A file i cant delete! +REP!

I cant delete this .exe file i downloaded and i think its unsafe. a keylogger.
I go to delete it and it says its write protected and cant delete!
How do i get rid of it?

Restart your computer - Keep on pressing f8 and then a list of options should come up. Select Safe mode.
