    So,

    I need a new ISP from Tiscali. my line can only handle 8MB.

    and I pay about £19.99 a month with tiscali.

    What can anyone offer me?

    It varies depending on location. Around my area Orange and Tiscali are the best while Virgin Media, AOL (obviously) and BT suck terribly. That's alot for 8MB, are they charging you for speeds higher than that?

    they charge me for 8mb, and they give me 4.

    pipex are Tiscali.

    Hmmm, might be an idea to ring them asking if your line can support 8MB and why they are not supplying that. If they can't supply you with 8MB then ask for them to charge you for 4MB.

    I want 20MB broadband, but BT won't update my exchange

    edit: Yes, the company bulldog was the first company in the UK to bring out 16MB.

    Oh I've not payed much attention to companies other than recently. Have you taken into consideration getting in contact with Tiscali over the price you pay at the moment, it would be easier really, than going to other companies.
