Setting up MySQL and Vbulletin

Rite, i got to the stage where I have to create a MySQL DB for my forum, i done it all etc. But it doesn't work.

If anyone could give me a step by step guide and preferebly links on where to get a FREE MySQL database which could also hold and host my vBulletin (so needs to be PHP enabled to)

Does your host use cPanel? If so, is there an option for MySQL on there?
