I was really involved in the beginning of this ARG, I was up when that message was put on at 3am.

Its MS's fault, they asked Bungie to not annouce it, and as someone over on the Bungie Forums said, its just because they're money grabbing _________'s and want to cash-in on GOW2 before any competion.

They are the Publishers of Bungie's unnanounced game, which Don Mattrick confirmed is also a new Halo installment.
