Offically they never could in the first place, it's just now you need to prove you own it so you use the habbo help tool.

tisn't that old, cause they only stopped un banning accounts when the hh tool came out which wasn't long ago btw, i can't be bothered to cut the screenie now

Oh thta;s weird-About 3 days ago I got my Account safety banned for 2 days and the ban was lifted after that without me using the Habbo Help Tool! Poor people who have to us that as they never reply to that thing! (Well not in my experience anyway!)
