The spoiler rule will be removed and we will be making it optional to use spoiler tags. We will be introducing spoiler prefixes in the entertainment forums were appropriate so spoiler tags do not have to be used throughout the threads with many spoilers.

No, if you broke a rule in the past then it can't be removed in the future as it was a rule and you broke it.
