Sometimes when i have torrents going, i can't browse the internet... Is there anyway i can stop it? Like closing or opening certain ports? I Already have a certain port for Utorrent but is there anything else i can do?

Cap your upload speed in your BitTorrent client to around 80% of it's maximum. If it's still slow then cap your download speed also.

To find 80% of your upload speed visit www.speedtest.net and run a speedtest. The upload speed you will get is in Kbps. Divide it by 10 to get 80% in KB/s. (I'm just merging the process into one step)

For example if you got 342Kbps as an upload speed, cap your BitTorrent client at 34KB/s.

You can't expect high speed downloading + browsing at the same time.
