The X's are there in temporary measures whilst Habbo wait for more suitable candidates to reach the level.

Non Xs will get the chance when they are able to reach it.

It's like if you had a brand new online game where you had to level up, and you wanted to test new features - You'd let the beta players test it out, and once the new players had got enough experience with the game - you'd let them test it out.

You can't expect staff to pick a random Habbo from level 3/4, give them Infobus Rights and expect them to host sessions weekly, amongst the other things that head guides do. Staff need to wait to see who is dedicated to the program, not those that are in it for the badges.

New head guides will be chosen from those who reach Level 10. Until then, Ex-X's will fill the roles.
