This may seem like a silly question, but I have no idea how I get a layout on a website can someone tell me? =]]

Well you design one, OR pay someone to design one.
Then you code it using (x)html, css, divs/tables OR pay someone to do so.
You buy a domain and hosting and upload them to your server.

Basically. I'm sure there are more advanced tutorial out there but surely this should be common knowledge for somebody who owns a website :rolleyes:

Get it designed, coded, get hosting/domain

yoursite.extension/cpanel >> File Manager >> Upload

Upload the files.

Although you are thinking of getting a fansite up and running (what I gather from your post), if you don't know that, I suggest you don't start a fansite quite yet.
