On the rare values it says it was given out to people who completed the poll but it wasn't, it was for people who made a camp rock band and made a irl poster.
I don't have a clue where you got the poll bit from, Some people didn't even get in, like, "Daylove", "Skooj", "Sanctuous" and me, "Axversm" and we all got a poster.

And has any even been traded at 20 hc's?

That's why the rare values reporters are there though, to look at various trades and put the final outcome together.
