Go to an Inn, bowerstone inn would be best, buy 5 beers and give them to 5 different people within the 3 minutes, it's really that simple
If that doesn't work just keep giving people beer until it unlocks but make sure it's a different person each time

If you own the inn and make the beer prices free, everyone buys loads of beer and you get the achievement that way. I haven't done it myself but a friend has.

I tried that and found it didn't work so I just did it manually
