You have to pay for a cPanel licence.

No, if you're a webhost you have to pay for a cPanel license if you're on a VPS or dedicated server and it hasn't been provided to you for free. If you're just looking for web hosting then you don't have to pay for your web hosts cPanel license. There are a handful of free cPanel webhosts.
