Can't seem to make an avatar?

When I was creating my online ID it gave me the option to make an avatar but no pictures where appearing to choose from? So I skipped it and tried again on the settings later on and it just did the same like says all in the option box and sometimes you can type in :S confusing just a bit annoying because all my mates have one and I have the little square face

When you want to select a avatar.
it has like a arrow next to this bar, you click on that, it says all.
click all
then they should appear.
