How do you make a program or web tool that can translate text into a voice? Something like pimpmynews.com

Thats not what he wants. He wants it so that if you have a basic text area users can type for instance:

Hello. There will be a basic button that says Translate to text.

Text into voice, that means you type and a voice will repeat it, so basically it's a TTS program..

Thanks, it's just more of a question out of curiousity as to how it's made and a potential application.
