maybe they thought they'd get away with it, they did for a while

He should've been allowed to get away with it because it was replayed postponed match (the original match was called off due to fog so he should be able to play).
However, they're a small club and will pay the price for being so.

To be honest, they should have been thrown out for a rather obvious fix in the reply. 2-0 down with 73 minutes to go and the lights go. 2 minutes more and the game would have stood. Coincidence, I think not.
