users attachment view

ok some users want to view a attachment but they dont have permission this is what i mean:

Bath.JPG (11.6 KB, 1 views)
File Type: jpg POOL.JPG (11.9 KB, 1 views)

when you click on ither one it says:

*****, you do not have permission to access this page. This could be due to one of several reasons:

i tried going to admin panel -> usergroups -> registered user -> but i seems ok.
