I'm guessing your talking about the Shooting Star from Distractions & Diversions.

You find them by using a telescope in a Player owned House to find the area and time of the landing.
Better telescopes provide a more accurate time.

For a wooden telescope you need 44 Construction, 2 oak planks and 1 molten glass to build.
For a teak telescope you need 64 Construction, 2 teak planks and 1 molten glass to build.
For a mahogany telescope, you need 84 Construction, 2 mahogany planks and 1 molten glass to build.
