RB Export Songs?

I was looking round on the main menu on RB1 and saw export songs does this show up even if you haven't bought the key? I haven't bought it and when i select it it asks me if I want to export them. I'm guessing when you say yes it says I need the key?

i thought it was microsoft points you needed to export ?

Yes, it takes you through a series of menus and at one point asks you for 400 of your lovely microsoft points.
edit: that's for 360, I'm not sure about PS3.
