I would have liked this layout if it had been shown around 2 years ago. You need to start updating them as all your layouts look the same.

theres some weird distorted multi coloured dots all over it...

COLOURS ARE GOOD! and I hate that font on habbo layouts

It's ok for a basic design, you need to work on it more and make it more new style, the bottom looks like from Jibbish's: http://swerbs.com/new/ but doesn't mean you ripped, maybe more inspiration. Keep improving.

Colours are awful, shading is bad.

It's a 3/10 for me at the moment.

I like the text used in the banner lol, if you want to use something bright for the banner use something bright for the rest of the layout, grey doesn't work with it.

I dissagree.
It has the dark gray, light gray and blue, seems too many. it would also look better with a propper background, not just block colour
