I don't think it's against the rules.

I haven't done it myself, but I've heard you can get some really good drops if you can be bothered to get the potential.

Works like this:
Every half hour you stand in a HotSpot you get 1 'Point' of DP. You can gain as much as you want. You can usually get around 2 kills per 'point' of DP. The DP doesn't actually give you a better drop, it gives you more chances to get a better drop.

But no, I got a d chain from killing people that run out with 26K. If you want to play Runescape, you should do it the right way

No, you kill them when they have 25-26K in their inventory.
