Yaks at Neitznot are good exp, although they can get crowded and you need to complete The Fremminik Isles quest to get to them.
Their level 22 and have 50 HP. They rarely hit, and there's a bank close by, although they don't have any good drops, unless you want to collect their hides.

Dagganoths under the Lighthouse are also good exp because it's multi-combat. You'll need to complete the Horror from the Deep quest to get to them.

Lastly, I think Bandits might still be good exp. Their in the desert, and if you wear a zamorak-related item, then they will automatically attack you.
I think you need to bring prayer potions though, so it might get expensive, but you could basically afk there if you're careful.
