Sorry, but its all over the place and looks dreadful, some would even class it as a fail Habbo rip off. Most of it is blurry and you have a random white box that looks completely out of place.

Top right. Top left. I mean.. just look at it. If you think that is decent go watch some design tutorials or something. You really need a fresher style.

jpeg dont make it blury bruv. Its paints method of saving to jpeg which makes it blury and low quality.

try using, a package like fireworks/photoshop/etc.

Shut up. Stop acting like an immature pubescent child and you may actually get some respect and learn something.

On topic of the layout; I'm afraid it's terrible. The background completely clashes with the boxes, the white looks terrible and the shadow doesn't look good. +REP for trying though .
