Default Ring UK mobile from USA?

say this was your mobile number "07123456789"

To ring/text it from USA it would be "+447123456789" right?

It depends, when I was in America (T-Mobile) I had to do 0044 instead of +44.

So like 00447123456789. Yet, my mum who is on o2 had to do +44.
