Depends on how many seeds you're connected to and what speeds they are getting, that is presuming you've set up the firewall to allow connections, portforwarding etc. Basically what speed do you pay for and how many seeds is all that matters.

I sometimes get slow torrents but thats all according where they are from

Torrents are always slow for my self, i could find no way of speeding them up, so i purchased a rapidshare and megaupload account. If you have the money to spend, i recommend you use them.

    I would recommend a seedbox

You upload your torrent it downloads onto the server then you directly download

I use to have one on my server and it was downloading 20mb's per second +

It could also depend on if your ISP throttles torrents.
Never argue with an idiot, he'll drag you down to his level, and beat you with experience.

It also depends on the maximum upload rate you have. I have always found that utorrent seems to limit my download speed if I decrease my upload limit. I usually keep it at around 2000kb/s and get a high speed (depending on the seeders)

Also, it depends on how much the seeders you are connected to are uploading. If they have it limited to 50kb/s, you wont get much.

You should try and get on a private torrent site their always fast if of course your internet provider doesn't throttle torrents.
