    www.myfreebb.com is quite good
www.invisionfree.com would be good but the forums never show up when I create them

http://www.forumotion.com is pretty decent, especially as there's few places today that offer free PHP & MySQL which most forums require. Plus, its hassle-free (takes 2 minutes from clicking "sign up" to actually seeing your forum!), and its the same as this forum, just without all the tasty paid-for goodies
