Is there anyway, you can pay money to get your appearance (Clothes), to get changed?

I know theres a make-over Mage person, but he only changes skin colour, and that hair cut man.

Is there a Appearance Changer? Becuase I just did Recruitment Drive, and I had to change into a woman, now I'm in noob clothes T_T

Does she sell Clothes that are perminantly on, like when you start the game?

If you go to the varrock clothes store you can change your top and trousers to any that you saw at the start of the game and any colour too.
