Most legit sites only take a physical item for payment, e.g. credit card to stop fraud, so I'm not sure you'll find and paypal-accepting websites.

tech-hosts take SMS, but the SMS Payments is down atm, you could use the other one, takes landline and SMS, but the rates are very bad
