No, 2001. Vince bought ECW in 2001. Their last ever show was Guilty As Charged in January of that year. Vince bought them when they finally succumbed to bankruptcy after a few years of Vince himself funding them. Then after the WCW takeover, the WWE ran the Invasion angle.

On the record, ECW was owned by Vince from 2003 onwards. However Vince owned a great deal of their assets since 2001 when they filed for bankruptcy through the money he had put into the company since 1997, which is how he was able to buy the rest officially in court.

I dont get why you'd buy assets in like a revenging company

Vince liked the company and didn't want it to go under, so from 1997 he started financing them. Right when he started giving them exposure by running the original ECW invasion angle of '97. He knew they were never going to be competition.
