Anyway that techtuts looks pretty decent. I may have to expand my skills & check that site out.
Just start with php, html & css first. 1 thing u always need to know...

Google is your answer..
Just google free usersystem scripts or what ever, it usually helps or read tutorials and learn to make one yourself which is a lot better
