For still water, I reccomend the Blue oval rugs and/or ocean window rugs and/or aqua floor rugs

Get some blue rugs and put them on the floor. Then get some round blue rugs and put them so the round bit makes a wavey sea edge.

then get some yellow rugs and make some sand

then get some brown chairs and put them down

then get a couple of noobs and make them dress as a deer and say their donkeys.

sell donkey rides for 1.5 a turn.

once you've made enough invest in some nice deck chairs and maybe a little kids padldin pool.

PS> it is possible to hire a shark as well, but they usally want double pay

Round blue rugs. Do them one space apart from each other so it looks like waves.

Then white rugs at the front of the blug rugs so it looks like the foam coming from the waves

I think this is basically saying use a mix of different shades of rugs which is what you wanna do. Then as others suggested, throw in the occasional white one for waves. You could maybe even position some sand patches underneath so only the shells etc can be seen
