I recommend http://RadioDaddy.com. Sign upto their forum and post and they'll do some for you, not as good as payed ones though.
If you are going to pay, I recommend http://www.radioproductioncompany.co.uk/ as Andys said, and http://jinglemasters.co.uk. Good luck.

You can make on audacity although I've never figured it out.
