Will double XP also be offered at range guild? You don't get points from the guy, you get points from shooting the board so i guess it should work? Anyone know for sure?

If you're shooting and doing damage you get bonus XP yes
if you're not doing damage i doubt it.

Ranged - ranged combat, Circus
is what runescape says, as the board isn't the circus nor is it combat i highly doubt it.
