Or, you could be REALLY sneaky and make an event that says "Giveaway" or "Free Furniture" and you'll get a lot of people... Hopefully some will realise it's a lie and stay anyway

You could always befriend a load of random people and invite them through the console?

Make friends get them to come, stay in there a lot chat with people. You have to make it become something it just doesn't randomly happen for all people.

Making an event really helps. Maybe tell people you'll do competitions if the room gets so full. It really depends on what the theme of the room is as to how popular it can be. If it's got a purpose like a game, it's going to get a lot more visitors than a random "chat n' chill" room with nobody willing to chat, or chill..
