It would probably be better to go with other BT line providers like Plusnet, BE, or TalkTalk- as they seem to actually know what broadband is, and don't peddle 'busy internet' adverts all of the time. Either that, or upgrade your package with BT and you'll probably get a faster speed arranged.
I haven't had an ADSL connection for ages now, but BT themselves aren't very good for broadband personally.
Techically though, it could be that you're far away from an exchange, or haven't got one of those line splitters.

I dont believe that, someone gotta be downloading...
Hence, the line is that bad, i dont think any provider will be better...
Never argue with an idiot, he'll drag you down to his level, and beat you with experience.

I get the fastest speeds for my area with BT, so that's fine.
And they're upgrading our exchange to BT Infinity fibre optic cabling soon (FTTC), so should get roughly 15MB speeds from my house (it's quite a distance from the cabinet!)
i'm out of touch, i'm out of love
i'll pick you up when you're getting down
and out of all these things i've done
i think i love you better now
