Make sure the pasta is cooked properly (not undercooked or over)
add the sauce and stir
then add the cooked mince and stir
it should be fine

Obv too much sauce in the mince if it's that sloppy (not that it's meant to be a solid block anyway), add an oxo if you want more flavour instead of having more of the sauce. the cheese sauce should be on top of the pasta so that won't affect it, just the tomatoey one that you're mixing into the mince

do you put the sauce on top of the mince?

Well if you do that then of course it'll be sloppy, sauce doesn't tend to have much consistency. Try mixing it into the mince itself to flavour it properly, and if you've got a really cheap sauce that's all watery you could try draining it a bit beforehand so you've got something a bit thicker to work with, although obviously a lot of moisture will be lost in the cooking anyway
